Punong Barangay gloria C. Gutierrez formally opened the "Integrated Capability Building Program Seminar 2009" for the barangay officials and staff held at Villa Excellance in Tanza, Cavite last May 31, 2009.
Kagawads Ed Caballero and Jun Galang served as the masters of ceremonies during the said seminar.
The following members of the Sangguniang Barangay of Merville gave their inspirational messages for the seminar participants, to wit:

Ms. Teresita F. Fababeir, City Director of DILG-Parañaque was the seminar's guest speaker.
Prof. Tomas Jesus Rebuelta, Jr., Resource Speaker for the seminar explained the importance of conducting team building and team bonding among the barangay officials and staff. He further demonstrated in actual the successful inter-action and close coordination and cooperation every offcial and staff should emulate in the performance of their duties and responsibilities in serving the public.
